Veneur: Centralized Dogstatsd percentiles, histograms and sets across hosts

The dogstatsd server that natively comes with the datadog-agent is meant to report data on a host per host basis.

One of our customers, Stripe, created Veneur: a server implementation of the DogStatsD protocol, that makes it possible to have global percentiles, histograms and sets across hosts.
